The Virginia Department of Education is the primary holder of our state's Reading First grant. The VDOE hired reading specialists through the grant's funding. The specialists work with Reading First schools and their coaches to make change happen at the building level.

Management team
The Reading First Leadership team at the Virginia Department of Education is headed by Dr. Mark Allan, Director of Elementary Education, and Thomas Santangelo, the Reading First coordinator. Also working on Reading First is Ginna Glover, K-5 English Specialist.
